Policy Objectives

  1. To facilitate the motion picture film industry in its production endeavours by providing a centralized and efficient procedure for obtaining City Authorization when necessary for filming-on-location in Burnaby.
  2. To promote the City of Burnaby as a focus for the film industry, and an inviting environment for filming-on-location.
  3. To encourage the establishment of business, industry and expertise in Burnaby to support and complement the film industry.
  4. To minimize any inconvenience to the general public and the citizens of Burnaby as a result of filming on location activities.
  5. That by issuing City Authorization to utilize public facilities for filming-on-location, the City is provided with appropriate liability insurance.
  6. To ensure that filming-on-location will not cause any irreparable damage to public or private property and that in the event such damage does occur, the film company will be responsible for all such repairs as required.
  7. To ensure that filming-on-location shall not jeopardize the safety and well being of the general public.
  8. To ensure that the City recovers its costs for all services rendered associated with filming-on-location activities.
  9. To ensure that filming-on-location activities fully observe the bylaws of the City.
  10. The City of Burnaby reserves the right to approve or deny any request for filming-on-location involving property, assets, right-of-way, etc., owned or governed by the City.

Guidelines

  • The City of Burnaby provides filming-on-location services and coordination through the City Manager's Office.
  • All enquiries and requests for City Authorization should be made to the City Manager's Office.
  • All requests must be made well in advance of the project and not less than 3 working days prior to commencement of filming activities. For complicated projects, addition advance notice will be required. The City cannot guarantee its authorization of the film project and/or provision of services if insufficient notice is given.
  • All requests require the deposit of monies in advance to cover all costs of City services.
  • Authorization forms and schedules of requirements and guidelines are available from the City Manager's Office.

Fees

  • Film Application Fee - $150.00 (+ applicable taxes)
  • 15% Administration Fee
  • Fees will be required to cover the use of City parks, streets, facilities, equipment, staff, etc., on a cost recovery basis.
  • All fees must be submitted to the City Manager's Office prior to the commencement of filming activities.
  • Fee amounts will be determined by the City Manager's Office and should be submitted by cash or certified cheque payable to the City of Burnaby.

    For example:
    If a City owned recreation facility or park is proposed to be utilized, a “Facility and Area Allotment” agreement will be issued by the Parks and Recreation Department. No production location agreement is required. The basic fee for use of City parks is approximately $700 (+ applicable taxes) per location per day, plus $200 (+ applicable taxes) for each non-filming day. Fees may exceed this amount depending upon the specific request and the facilities intended to be utilized.

Liability Insurance

  • The film production company must submit all required insurance documents to the City Manager's Office at least three days prior to the commencement of filming activities. All insurance documents must be approved by the City's Director Finance.
  • The following insurance requirements must be satisfied:
    • The City must be named as additional insure in the film production company's liability policy.
    • A "Hold Harmless Agreement" with the City must be included with the insurance documentation.
    • The amount of liability insurance should be $5,000,000.00. Smaller amounts but not less than $2,000,000.00 may be acceptable under certain circumstances where City exposure is lower as determined by the Director Finance. The City reserves the right to set an appropriate amount of liability insurance. Proof of automobile insurance with $5,000,000.00 liability insurance when any vehicles are used in the film.
    • The insurance policy must include a 30 day cancellation clause.
    • Cross Liability Endorsement must be included in the insurance provisions.

Damage Deposits

  • Deposits may be required to cover any potential damage to City facilities, equipment, etc., and made prior to the commencement of filming.
  • Damage deposit amounts will be established by the City Manager's Office and will depend upon the specifics of the film project.
  • Damage deposits will be submitted to the City Manager's Office by certified cheque, payable to the City of Burnaby.
  • Deposits will be refunded upon completion of the filming activities, inspection by City staff and approval of the City Manager's Office.
  • Any costs required for repairs, restoration, etc., will be applied against the damage deposit.

Traffic Management

Parking on City Streets

  • Long term (more than 3 hours) parking of film unit or crew vehicles on City streets requires authorization from the City.
  • The placement of "special event" signs to accommodate film production vehicles may be provided by the City. Fees to cover costs of sign placement and removal is required.
  • Requests for signs must be made a minimum of three working days prior to commencement of parking.

Traffic Control

  • RCMP staff may provide traffic control upon request to the City Manager's Office.
  • Advance notice of three working days is required for this purpose.
  • Placement of barricades, signs, etc., as required will be provided by the City. A fee for placement and removal will be required.
  • Advance notice of two weeks is required for street closures.
  • The film production company will be responsible for all public relations with private citizens, businesses, residents, etc., who may be affected by parking of vehicles and street closures. Full "papering" of the immediate area must be conducted by the film production company.
  • Any film projects involving Hwy #1 and Kensington Intersection, please contact Ministry of Transportation and Infrastructure.
  • Use of helicopters in film projects will require approval from Transport Canada and their issuance of a "Temporary Heliport License".

Fire Department Services

All requests for the use of Fire Department equipment, vehicles and manpower should be made to the City Manager's Office.

Use of Fire Department Equipment and Vehicles:

  • Only reserve vehicles and equipment can be utilized.
  • Any and all equipment and vehicles can be recalled without notice in case of emergency.
  • Only Fire Department personnel will be permitted to operate equipment and vehicles and the Fire Department will specify the manpower required for such operation.
  • A fee schedule to utilize equipment and vehicles is available from the City Manager's Office.
