A new Graffiti Bylaw came into effect September 1, 2007. Property owners/occupants must remove hate and profane graffiti from their property within 48 hours and other types of graffiti within 14 days of notification by the City. Failure to comply may result in the City removing the graffiti at the property owner's expense. Any graffiti removal expenses not repaid to the city by year end will be added to the property tax in the year in which charges were incurred.

Mural Program

The Mayor’s Task Force on Graffiti, at its meeting held on 2009 March 31, formed a Mural Subcommittee to develop a long term vision for mural program in Burnaby and formalize that vision into policies by which persons can submit requests to create murals in Burnaby. A detailed mural program proposal will be forwarded to Council and the Finance and Civic Development Committee at a future date.

The existing murals throughout the city have been organized and funded by Community Groups.

In May 2009 the Wolf Mural was unveiled at 7611 Edmonds Street and New Vista Avenue. The focus of the mural is to educate the public about endangered species in North America. The artist, and founder of Earth Foundation, is Todd Polich and he is a long-time Burnaby resident. The Edmonds Mural Committee has funded this project.

KINA logo

In June 2009, Mayor Derek Corrigan and Burnaby RCMP Officer in Charge Superintendent Rick Taylor, cut the ribbon for the Spirit Bear Mural at 5459 Kingsway and Denbigh Avenue. Again, the focus of the mural, by artist Todd Polich, founder of Earth Foundation, is to learn about the endangered Kermode Bear (Spirit Bear). 

This mural was organized by the Kingsway Imperial Neighbourhood Association (KINA). KINA has developed a KINA Community Mural Builders Project for future projects. Please check out their website for more information, www.royaloakkina.piczo.com .

Anti-Graffiti Wrap Program

In June 2008 the City of Burnaby established an Anti-Graffiti Wrap Program to wrap 200 traffic signal cabinets throughout the city as a preventative measure towards graffiti, as well as a deterrent. Traffic signal control boxes have always been a target for graffiti vandalism and cost the city for maintenance and removal of graffiti. The installation of these decorative wraps are a cost benefit as the maintenance costs to remove graffiti exceed the cost of the wraps over time. The look of these wraps are busy in nature and have an anti-graffiti sealant on them which deters and prevents the application of graffiti. The Anti-Graffiti Strategy

There are four key elements to the Anti-Graffiti Strategy that the Anti-Graffiti Coordinator implements throughout Burnaby.

1. ERADICATION

Objectives:

  • To implement measures to facilitate the timely removal of graffiti.
  • To implement measures to encourage the increased reporting of graffiti.

2. PUBLIC EDUCATION

Objectives:

  • To raise awareness in the community about the negative impact of and cost associated with graffiti, and about the importance of timely removal.
  • To raise awareness in the community that creating graffiti is an illegal act.
  • To promote a zero tolerance attitude towards graffiti in the community.
  • To encourage the active participation of community members in the prevention and eradication of graffiti.
  • To engage youth in creating and delivering a preventative graffiti educational campaign.

3. GRAFFITI PREVENTION

Objectives:

  • To promote initiative to better protect private property from graffiti vandalism.
  • To undertake initiatives to better protect City property from graffiti vandalism.
  • To engage youth in creating and delivering a preventative graffiti educational campaign targeted to youth.

4. IDENTIFICATION AND DETERRENCE OF GRAFFITI VANDALS

Objectives:

  • To implement measures aimed at identifying taggers/vandals.
  • To implement measures aimed at holding graffiti vandals responsible for their actions.

    Tip: If you come across paint cans near fresh graffiti, please do not touch , as the RCMP may be able to lift fingerprints and use the cans as evidence.

How do I report graffiti?

  • If you see graffiti on your property or in your community you can report it two ways:
    Call our Graffiti hotline at 604-298-TAGS (8247)
    Fill out our online form  
  • If you witness a person creating graffiti, phone 9-1-1 and report it to the RCMP.

How can I prevent graffiti on my building or property?

  • Install motion detector lights on your property.
  • Move dumpsters, ladders and vehicles away from building to deter vandals from getting onto rooftops.
  • On exposed concrete walls, consider planting vines or ivy covering to eliminate potential graffiti areas.
  • Make sure your property is secure when it is not occupied.
  • Protect areas where graffiti has occurred in the past with a product designed to repel graffiti, allowing for easier clean up.

My property has been tagged. What should I do?

  • Remove the graffiti yourself as soon as it appears.
  • Purchase paint and other removal items at specially reduced prices through our Anti-Graffiti Paint Program.
  • Have a professional graffiti company remove the graffiti for you.
  • Remember, as a property owner it is YOUR responsibility to remove graffiti from your building.

Who is responsible for removing graffiti on City Property?

  • The City of Burnaby is responsible for removing graffiti on city structures such as lamp standards, traffic control boxes, city parks, city signs and barricades.

Why is it important to remove graffiti as soon as possible?

  • Delays in removal tend to encourage graffiti vandals to expand the graffiti to adjacent properties. In this way, graffiti can act as a magnet and attract more graffiti to the area.

Anti-Graffiti Paint Program

Spring Cleaning with Graffiti Removal

The City of Burnaby’s Anti-Graffiti Program is committed to the eradication of graffiti and providing assistance to victims of this property crime. Just in time for the spring-cleaning season, Burnaby has launched a new program to assist citizens and business owners to remove and cover graffiti on their buildings, fences and property. The City of Burnaby will provide all affected homeowners, property owners and businesses with paint vouchers from General Paint. The voucher will provide qualified applicants with access to specially reduced prices to purchase paint (cash only) for use in graffiti cover up projects.

Tips for Graffiti Prevention

These tips can be applied to both residential and commercial property.

 

Graffiti contributes to a decline in property value, increase citizen fears and potentially reduce retail sales for your business. A business littered with graffiti is less likely to be patronized as citizens feel less safe and secure entering an environment where graffiti is present.

  • Rapid Removal of graffiti is the best way for property owners to protect their neighbourhood’s image and preserve a sense of security. Report graffiti to the police, take a picture of the graffiti and then remove it quickly. Take advantage of the City of Burnaby ’s Anti-Graffiti Paint Program  with General Paint at specially reduced prices.
  • Control access by installing lighting around your property. Use motion sensors in remote areas.
  • Incorporate shrubs and vines to restrict access to a potential graffiti target wall.

  • Consider using darker coloured paints in problem areas. Dark colors do not provide a good backdrop for graffiti markings.
  • Consider protecting areas where graffiti has occurred in the past with a product designed to repel graffiti, allowing for easier clean-up.
  • Wherever possible use fences, controlled entrance and exits, rails, and other barriers that discourage through traffic.
  • Limit access to roofs by moving dumpsters away from walls and cover drainpipes and ladders to prevent vandals from scaling them.
  • Step up security by installing some type of security camera.
  • Organize a block watch in your neighbourhood.
  • Employ graffiti resistant materials or coatings on a chronically hit wall or consider donating the wall for a mural.
